Legislative, Executive and Judicial Powers

     That the legislative, executive, and judicial powers should be separate and distinct, in all free governments, is a political fact so well established, that I presume I shall not be thought arrogant, when I affirm that no country ever did, or ever can, long remain free, where they are blended.  All the states have been in this sentiment when they formed their state constitutions, and therefore have guarded against the danger.
